Currently the user can select between 'current site' and 'everywhere.

This needs to be changed where it would also include hardcoded options, as well as the ability to add a custom one, plus selecting multiples via checkbox.

Because of such an expanded experience, this would be swapped from a dropdown to a popup with a 'save' button, as well as a 'reset' button (reset = default to current site).

Perhaps this whole thing needs to be changed to the handler? if we do, i guess we can blacklist dev.degmods.com since it'd show on the site after that, i guess might as well make it into a list in case we add more testing links aside from that.
