'Try Again' button to trigger on publishing profile changes #223

To have a similar function with mod posts with that 'try again' button appearing when publishing an event, but for profile changes (a and in the relays tab/page too). (because sometimes it hangs there as well, assuming new user without relays)

Side note: To reduce the time for fetching user relays in the relay page to 5 seconds before erroring out, instead of what seems like 10 seconds
