During the CREATE phase (previously "Sign") we should have "CREATE" as the final button.

This will either move straight to the "Verify" page (if the creator is the first signer) or will simply DM the first signer.

It's important to note that the creator might not be a signer or verifier (but they will have been added as a signer by default, so in such case they would have removed themselves)

change sign to create in initial sign screen
make logged in user first signer
navigate the user to verify page once created
