If the logged in user is the first signer, hitting CREATE will immediately sign the submission

In fact, the creator should sign the viewers / signers / files list in the meta json as a "creator", upload the encrypted zip WITHOUT a signer object entry, and move to the signing screen for the first signature.

It is still necessary to send a DM (even if the logged in user is the first signer) so that the status of the submission can be determined later.
