ALWAYS have just two buttons:

  • DOWNLOAD (unencrypted)
  • DOWNLOAD (encrypted)

Every time it should include the unmarked (original), the marked, and the meta.json (and keys.json if encrypted)

BOTH/EITHER of them could/should be usable for offline flow
Probably the default should be encrypted (so just DOWNLOAD with a padlock icon) and the unencrypted could have a warning sign icon.
