Decrypt seems to be encrypting the sigit so only the next signer can decrypt it, it's intended so that every signer should be able to decrypt it. We need to investigate and confirm this flow (and fix it if needed).

Edit(12/13/2024): Make sure offline flow works completely

Confirm decryption order (above)
Test (and fix) offline flow for encrypted and unencrypted.
Support offline flow for signature marks on blossom
Check offline flow with meta on blossom
